Maybe I am wrong but I think this is a scam.
Look at their advertising prices
500 visits $27
1000 visits $30
10000 $70
100000 $150
Aren't they strange?
Look at the biggest package: 0,15 cent (not dollar, it is cent) per click. But you say that they are paying a minimum of 2 cents per visit. They will lose much money, if they pay to their members. But they won't lose money of course, so they won't pay. That is very simple. Just be careful about prices.
